PRINCIPALS AND MANAGEMENT STAFF
PHILLIP A. MILLS
President/Broker/CPM of Western States Property Services, Inc., graduated from The University of Michigan in 1971 with a B.A. degree in Political Science. He obtained his Colorado Real Estate Broker's License in 1978 and received the Certified Property Manager designation from the Institute of Real Estate Management in 1979. Mr. Mills’ professional experience in Colorado has been at Garrett-Bromfield & Co. since 1976; as the Executive Vice President of Garrett Realty Investments since 1979; and as President of his own property management firm since 1987. His experience includes full management responsibilities for condominium associations, office buildings and shopping centers. He has also developed commercial projects and been a consultant for land use studies and management analysis.
RANDOLPH E. WATT
Corporate Vice-President and property manager of Western States Property Services, Inc., has been a Denver resident since 1972 and has been managing townhome/condominium and master associations for the past twenty years. Mr. Watt has had complete charge of financial management, community maintenance, and architectural/covenant control for contracts under his supervision. He is a graduate of the University of Colorado (1976) and has also completed one course toward his CPM designation.
EARL JOHNSON
Corporate Secretary and Treasurer, graduated from Western Colorado State College with a Bachelor's degree in History and Education. Mr. Johnson has been a professional property manager since 1984. His portfolio has specialized in condominium and townhouse associations. His responsibilities include providing full property management services to these clients, concentrating on completing reserve account analyses for future project needs. Mr. Johnson has participated in several Community Association Institute (CAI) functions and has taught the "Operations and Management" course for CAI.
KAYE WELCH
Property Manager, has worked for condominium developers as well as with homeowner associations. She has experience working on both sides of the table. Kaye brought 15 years of that experience with her, ranging from customer service management in the manufacturing and housing industries, to residential and rental property management. She has her Colorado Real Estate Broker’s License and works in sales as well as management. Kaye’s current portfolio includes both commercial and residential properties and her strengths include covenant enforcement and project rehabilitation.
INA MEYER
Property Manager, has managed homeowner associations throughout the Denver metropolitan area for more than ten years. She attained her Certified Manager of Community Associations designation from the Community Associations Institute in 1997. Ina brings several perspectives to her clients, as she is also a member of a homeowner association. She is also a certified paralegal assistant and uses that knowledge of law to help her association clients operate smoothly.
CHRISTAN LAMOUREAUX
Bookkeeper, has been with Western States since 1997. Her experience includes operating a executive office suites business before joining our firm. Christan completed her bookkeeping training in 2001 and produces the financial reports for all the company clients, including completing all payroll functions.
JENNIFER BORTH
The company receptionist and data entry technician, she joined the firm in 2003, coming from a company that specializes in handyman services and remodeling. Her experience in working with clients and contractors gives her a well-rounded approach to solving our customers' problems with maintenance fee accounts and work order requests.
