PRINCIPALS AND MANAGEMENT STAFF
PHILLIP A. MILLS, President/Broker/CPM of Western States Property Services, Inc., graduated from The University of Michigan in 1971 with a B.A. degree in Political Science. He obtained his Colorado Real Estate Broker's License in 1978 and received the Certified Property Manager designation from the Institute of Real Estate Management in 1979. Mr. Mills professional experience in Colorado has been at Garrett-Bromfield & Co. since 1976; as the Executive Vice President of Garrett Realty Investments since 1979; and as President of Western States Property Services since 1987. His experience includes full management responsibilities for condominium associations, office buildings and retail centers. He has also developed commercial projects and been a consultant for land use studies and management analysis.
RANDOLPH E. WATT, Corporate Vice-President of Western States Property Services, Inc., graduated from University of Colorado in 1976. He has been a Denver resident since 1972 and has been managing townhome and condominium HOA’s for the past twenty years. Mr. Watt has had complete charge of financial management, community maintenance, and architectural/covenant control for contracts under his supervision.
EARL JOHNSON, Corporate Secretary and Treasurer of Western States Property Services, Inc., graduated from Western State in 1971 with a Bachelor's degree in History and Education. Mr. Johnson has been a professional property manager since 1984. His portfolio has specialized in condominium and townhouse associations. His responsibilities include providing full property management services to these clients, concentrating on completing reserve account analyses for future project needs. Mr. Johnson has participated in several Community Association Institute (CAI) functions and has taught the "Operations and Management" course for CAI.
KAYE WELCH, Property Manager, brought 15 years of real estate experience with her, ranging from customer service management in the manufacturing and housing industries, to residential and rental property management. She has her Colorado Real Estate Broker’s License and has worked in sales as well as management. Kaye’s current portfolio includes both commercial and residential properties. Her strengths include covenant enforcement and project rehabilitation.
INA MEYER, Property Manager, has managed homeowner associations throughout the Denver metropolitan area for more than ten years. She attained her Certified Manager of Community Associations designation from the Community Associations Institute in 1997. Ina brings several perspectives to her clients, as she is also a member of a homeowner association. She is also a certified paralegal assistant and uses that knowledge of law to help her association clients operate smoothly.
CHRISTAN LAMOUREAUX, Accounting Manager, has been with Western States since 1997.
JENNIFER BORTH, Accounts Receivable, joined Western States in 2003.
